2009 Oregon Legislative Wrap-Up — NFIB

NFIB Oregon looked at every bill this session with one question: Does it create or kill jobs in Oregon? NFIB fought on behalf of small business without compromise, and although it was a damaging session for small businesses in Oregon, it was also marked with victories for NFIB and small businesses.
Small Business Bill of Rights
The most important success was passage of House Joint Resolution 43—which was introduced by NFIB—calling for a state Small Business Bill of Rights that now requires policymakers to consider the potential impact to small businesses when making laws, rules, and regulations. It also recognizes in statute small business as the backbone of Oregon’s economy and distinguishes small business as an important part of our economy.
Small businesses account for 98 percent of the approximately 112,203 employer firms in the state, according to the Oregon Economic Employment Department’s 2008 Data Packet. Key to HJR 43’s passage was the testimony and lobbying of NFIB/Oregon Leadership Council members Chuck Jones and Fred King. Now, small business owners have a right to:
- Access to clear, stable and predictable regulatory and record-keeping requirements
- Access to economic development tools, including critical infrastructure services
- Access to education and technical assistance in starting and operating a business
- Access to an economic culture that encourages and sustains to growth of small business
